PenCom Rolls Out “PenCare” Health Insurance for Vulnerable Retirees
The National Pension Commission (PenCom) has officially commenced the rollout of a landmark health insurance initiative, dubbed “PenCare,” specifically designed to provide medical coverage for the most vulnerable retirees in Nigeria.
This strategic shift, announced by the Director-General of PenCom, Ms. Omolola Oloworaran, marks the first time the commission is expanding its mandate beyond financial income replacement to include direct healthcare security for senior citizens under the Contributory Pension Scheme (CPS).
The initiative is targeted at a specific demographic of retirees who are often the hardest hit by medical inflation and the rising cost of drugs. Currently, PenCare is open to retirees who are 65 years of age and above and who receive a monthly pension of ₦40,000 or less.
By focusing on this “safety net” group, PenCom aims to eliminate the heartbreaking choice many seniors face between buying essential medication and purchasing food.
Under the PenCare framework, the program operates through a collaborative industry model involving licensed Pension Fund Administrators (PFAs), Health Maintenance Organizations (HMOs), and accredited healthcare providers. Financing for the scheme is reportedly supported by the Profit After Tax of PFAs as part of a coordinated Corporate Social Responsibility (CSR) effort.
This allows eligible retirees to access routine medical consultations, basic laboratory tests, and treatments for common age-related ailments without any out-of-pocket expenses.
Stakeholders have praised the move as a transformative step toward restoring dignity to the Nigerian retired workforce. Ms. Oloworaran emphasized that providing a pension is only half the battle if those funds are immediately drained by hospital bills.
While the current rollout is a pilot phase targeting the most economically disadvantaged, there are indications that PenCom may look to scale the program in the future to include a broader range of retirees as the system matures.
