Crude oil deliveries to domestic refineries across Nigeria surged by 88.4 per cent in the second quarter of 2026, driven by a 97.4 per cent compliance rate under the Federal Government’s Domestic Crude Supply Obligation (DCSO) framework, according to new regulatory data released by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC).

Official figures disclosed by the upstream regulator show that local refineries received a total of 53.7 million barrels of crude oil and condensate between April and June 2026, marking a significant increase from the 28.5 million barrels delivered during the first quarter of the year.

The Dangote Petroleum Refinery accounted for the overwhelming share of local crude allocations during the period under review. Crude oil producers offered 68.1 million barrels to the mega-refinery against its quarterly requirement of 63 million barrels. Out of the total volume offered, the refinery accepted and received 52.6 million barrels, representing roughly 78 per cent of the feedstock tendered to it. Furthermore, the 68.1 million barrels extended to Dangote represented 98 per cent of all crude allocations made available to local refiners nationwide.

The NUPRC emphasized that the sharp improvement in Q2 supply figures reflects effective regulatory enforcement and tighter adherence to domestic crude supply mandates. The commission noted that sustained implementation of the policy remains critical to securing steady feedstock for local refining assets, reducing reliance on imported refined products, and strengthening national energy security.
