Police to Arraign Alleged Head of Fictitious Presidential Agency Over Forgery, Impersonation

The Nigeria Police Force will on Tuesday arraign the alleged Director-General of the purported Presidential Foreign Intervention Promotion Council (PFIPC), Adeniyi Adeyemi, before the Federal High Court in Abuja over alleged forgery, impersonation and related offences.

Adeyemi, alongside two other defendants, is facing an eight-count charge in suit number FHC/ABJ/CR/562/2025, filed on November 27, 2025, by police prosecutor Wisdom Madaki.

The case was initially scheduled for arraignment on June 16, but proceedings were stalled after the court was informed that Adeyemi was indisposed. Justice Mohammed Umar subsequently adjourned the matter until Tuesday for the defendants to enter their pleas.

According to court documents, the prosecution has lined up several witnesses, including the Chief of Staff to the President, Femi Gbajabiamila; Paul Emmanuel; Jeremiah Imoukhede; and Ituah Sylvester.

Also expected to testify are two officials from the Office of the Accountant-General of the Federation, Akimbo Shola and Adamu Balongu, a Deputy Superintendent of Police.

Other witnesses include Ojo Victor, Omeh Amarachukwu and Wakili Saidu, who were allegedly assigned to work with Adeyemi at the purported agency, as well as Joy Ngwoke, owner of Kachi Hotel in Abuja, and Ven. Okoriko of St. Matthew’s Anglican Church, Maitama.

The prosecution intends to tender several documents as evidence, including the police investigation report, a petition written by Gbajabiamila dated October 17, 2025, and an alleged forged presidential appointment letter purportedly issued to Adeyemi on March 8, 2024.

Other documentary exhibits include correspondence requesting a note verbale from the Ministry of Foreign Affairs, documents relating to approvals allegedly obtained to open accounts with the Central Bank of Nigeria, requests for self-accounting approval submitted to the Office of the Accountant-General of the Federation, and documents concerning the purported establishment of the PFIPC.

The prosecution also listed letters seeking collaboration with government agencies on land acquisition and office space in the 36 states, witness and defendant statements, as well as photographic evidence. Court filings indicate that additional witnesses may be called during the trial if necessary.

Police alleged that Adeyemi operated the non-existent agency from the second floor of the Federal Secretariat Complex, Phase III, Abuja, before his arrest.

The case follows President Bola Tinubu’s directive to the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to conduct a comprehensive investigation into the activities of the purported presidential council.
