NYSC Explains Withheld Certificate Over Missed Clearance

The National Youth Service Corps (NYSC) has addressed public speculation surrounding the non-issuance of a Certificate of National Service to Corps Member Ushie Rita Uguamaye, stating that the decision was based on procedural grounds rather than political bias.

According to NYSC, Rita is one of 131 corps members whose service years have been extended for disciplinary reasons. In her case, the extension — lasting two months — was due to failure to attend the compulsory April 2025 biometric clearance.

The clearance is a monthly verification exercise used to confirm active participation in service and is required for corps members to qualify for their final certificates.

Management emphasized that the sanction was in line with the NYSC Bye-Laws, which empower the scheme to extend service for cases of absenteeism from mandatory activities.

Officials added that the procedure was not unique to her and had been applied equally to all others who breached the same regulation.

The controversy gained traction after online claims suggested Rita’s certificate was withheld in retaliation for comments she made criticizing the government. NYSC dismissed the allegations as “false in their entirety,” insisting that disciplinary measures are never influenced by a corps member’s political opinions or public statements.

Under the scheme’s rules, an extended service period must be completed before a corps member becomes eligible to collect the Certificate of National Service. Those affected typically undergo additional clearance sessions to demonstrate compliance before their certificates are released.

The NYSC urged the public to understand that enforcing these measures is a long-standing practice designed to uphold discipline and accountability within the programme.
