SERAP Demands Probe into N26.9bn “Missing” USPF Funds via Auditor-General Report
The Socio-Economic Rights and Accountability Project (SERAP) has called on President Bola Tinubu to launch an immediate investigation into the alleged disappearance or diversion of N26.9 billion from the Universal Service Provision Fund (USPF).
In a statement released on Sunday, May 10, 2026, the advocacy group urged the President to direct the Minister of Communications, Innovation and Digital Economy, Dr. Bosun Tijani, and the USPF management to provide a clear account of the missing public funds.
According to the organization, these allegations are rooted in the Auditor-General’s report published on September 9, 2025, which reportedly documented serious financial irregularities.
These infractions include unaccounted expenditures, irregular contract awards, payments for services never rendered, and a consistent failure to remit public funds. SERAP emphasized that such mismanagement represents a grave violation of public trust and directly hinders efforts to bridge Nigeria’s digital divide.
The group also appealed to the Attorney General of the Federation, Lateef Fagbemi (SAN), and the nation’s anti-corruption agencies to move swiftly in prosecuting any individuals suspected of being responsible for the diversion.
SERAP noted that the USPF was specifically established to facilitate telecommunications access in underserved and rural communities, and the loss of such a significant sum deprives millions of Nigerians of essential digital infrastructure.
In its letter signed by Deputy Director Kolawole Oluwadare, SERAP underscored that accountability in the communications sector is critical for national development and technological progress. The organization warned that it would consider appropriate legal actions if the government fails to investigate the claims and recover the diverted funds within seven days.
This latest demand follows a similar call made by the group just weeks ago regarding the disappearance of N2.9 billion within other agencies under the same ministry.
By consistently highlighting these discrepancies, SERAP aims to pressure the Tinubu administration into demonstrating its commitment to transparency and the rule of law as part of its Renewed Hope agenda.
