A United States Air Force C-17 Globemaster III transport aircraft landed at Moscow’s Vnukovo Airport on Tuesday morning, according to flight-tracking data.

The plane had flown directly from Riga, Latvia.

The aircraft, registered with the US military and operating under a REACH callsign, arrived around 10 a.m. local time. It had travelled from a base near Washington, DC, to Riga two days earlier before continuing to the Russian capital.

The Kremlin said it had no information about the flight or its purpose. Direct arrivals of identifiable US military aircraft in Russia have become rare in recent years amid strained relations.

Later reports indicated that CIA Director, John Ratcliffe was among those on board for meetings in Moscow. The visit marks one of the higher-level US contacts with Russian officials in recent months, following earlier diplomatic efforts involving special envoys.

No official confirmation of the cargo or full passenger list has been released by either side. The development has drawn attention given the limited nature of US-Russia engagement at present.
