President Tinubu Sends Police Trust Fund Overhaul Bill to House of Reps for Urgent Passage
President Bola Ahmed Tinubu has officially transmitted a bill to the House of Representatives seeking the repeal and re-enactment of the Nigeria Police Trust Fund (NPTF) Act.
The executive communication, which was read by Speaker Tajudeen Abbas during the plenary session on Wednesday, April 22, 2026, marks a pivotal step in the administration’s ongoing efforts to reform the nation’s internal security architecture.
The proposed legislation aims to address long-standing structural and administrative bottlenecks that have hampered the efficiency of the existing Trust Fund. According to the President’s letter, the re-enactment is designed to provide a more robust legal framework for the management and administration of the fund, ensuring that the resources are strictly utilized for the training, welfare, and procurement of state-of-the-art equipment for the Nigeria Police Force.
A key highlight of the bill is the introduction of stricter transparency and accountability measures. The executive intends to shift the fund’s operational model toward a more performance-based system, aimed at eliminating historical issues related to fund mismanagement and delayed procurement processes.
This overhaul is expected to align the police force with international best practices in modern policing and tactical response.
Addressing the House, the President emphasized that the safety and security of Nigerians remain a top priority of his “Renewed Hope” agenda. He noted that a well-funded and properly equipped police force is essential for maintaining law and order, particularly as the nation navigates complex security challenges across various regions. The bill seeks to broaden the funding base, potentially tapping into private sector partnerships and more efficient statutory allocations.
The Speaker has referred the bill to the House Committee on Police Affairs for further legislative scrutiny and public hearings. Lawmakers are expected to expedite the process, given the national urgency surrounding security funding. If passed, the new NPTF Act will replace the 2019 version, potentially unlocking billions of naira in revitalized funding to modernize the country’s primary law enforcement agency.
