Kaduna Government, Gates Foundation Enhance Partnership

The Kaduna State Government and the Gates Foundation have formalized their alliance by signing the Kaduna Mutual Accountability Framework (KaMAF), aimed at fortifying strategic collaboration, accountability, and sustainable development.
Governor Uba Sani characterized KaMAF as an essential stride towards realizing Kaduna’s developmental aspirations, noting that it signifies a decisive transition from mere promises to tangible results.
“Through ensuring accountability, transparency, and alignment with the priorities of our citizens, Kaduna State endeavors to construct a more inclusive, resilient, and prosperous future. We take pride in partnering with the Gates Foundation to effectuate real, quantifiable change that enhances lives throughout our state,” he remarked.
A joint statement issued by Fatimah Abubakar Alkali, Senior Communications Officer of the Gates Foundation, and Ibraheem Musa, the Chief Press Secretary to the Governor, revealed that KaMAF was signed in New York on Tuesday, alongside the United Nations General Assembly.
The statement elucidated that KaMAF “embodies a mutual commitment to advancing sustainable development in Kaduna State through targeted interventions and enhanced cooperation.”
The framework establishes a non-binding strategic platform for dialogue and accountability, asserting that it “serves solely as a guide for collaboration and does not constitute, nor shall it be interpreted as creating, any legally enforceable obligations or financial commitments by either party.”
As per the statement, KaMAF “builds upon the Kaduna State International Development Cooperation Framework (2017 – 2020) and introduces novel mechanisms for strategic dialogue, measurable commitments, and citizen-focused monitoring.”
KaMAF will concentrate on five critical areas, including reinforcing healthcare systems broadly, advancing Primary Healthcare, improving maternal and child health outcomes, as well as disease prevention and response mechanisms.
The statement further articulated that the framework will promote “sustainable agricultural practices, enhance farmer productivity, and ensure food security through innovative technologies and market access.”
KaMAF will also establish robust data systems to underpin evidence-based decision-making, policy formulation, and program evaluation, emphasizing that the framework will support “transparent, accountable, and sustainable budgeting processes to optimize resource allocation and service delivery.”
The framework aims to bolster individual and household economic resilience through financial and digital inclusion, alongside economic empowerment initiatives specifically tailored for women.
Discussing the significance of KaMAF, Uche Amaonwu, Gates Foundation Country Director for Nigeria, stated, “Our endeavors in Kaduna are anchored in a shared vision for inclusive, accountable, and data-driven development.
“We are not merely investing in systems; we are investing in people, in communities, and in the institutions that foster sustainable change.
“The Foundation stands prepared to support Kaduna in fortifying primary healthcare, enhancing access to economic opportunities, and ensuring that every naira spent yields genuine impact,” he added.
