The Head of the Civil Service of the Federation, Dr. Didi Walson-Jack, has stated that her office did not allocate office accommodation to the controversial Presidential Foreign Investment Promotion Council at the Federal Secretariat in Abuja.

Testifying in Abuja before the House of Representatives ad-hoc committee investigating the alleged fictitious agency and its inclusion in the 2026 federal budget, Walson-Jack clarified that records show the office space reportedly occupied by the council at the Federal Secretariat Phase III was officially allocated to the Office of the Secretary to the Government of the Federation for the use of the OSGF and presidential bodies.

The Head of Service affirmed that while the Office of the Head of the Civil Service of the Federation is responsible for allocating office accommodation across federal secretariat complexes, it never approved or allocated space to the body. She also denied deploying civil servants to the council, explaining that recruitment and deployment into federal agencies remain the responsibility of individual agencies, while establishment and supervisory oversight do not fall under her office’s mandate.

Regarding manpower requests, Walson-Jack disclosed that although her office initially rejected the council’s structure request due to missing documents, the body submitted further credentials including an appointment letter for its self-styled Director-General, Prince Adeniyi Adeyemi during the 2025 Annual Manpower Budget Defence Exercise. As a result, an authorized establishment for 314 positions was issued alongside a recruitment waiver, though officials later acknowledged verification lapses regarding the council’s legal backing.
