EU Insists on €90bn Loan to Ukraine Despite Hungary’s Blockade

The European Union has reaffirmed its commitment to providing a €90 billion ($104.2 billion) financial support package to Ukraine, even as Hungary continues to oppose the plan.

Speaking after a high-level summit in Brussels, European Commission President Ursula von der Leyen said the bloc is determined to move forward with the funding.

“We will deliver one way or the other,” she told reporters, signaling that alternative mechanisms are being considered to bypass the deadlock.

The proposed loan is seen as a critical lifeline for Ukraine as it continues to grapple with economic strain amid its ongoing conflict with Russia.

However, the initiative has been stalled by Hungarian Prime Minister Viktor Orbán, who has repeatedly blocked consensus among EU member states.

Efforts by EU leaders to persuade Hungary to lift its veto during the Brussels summit proved unsuccessful.

Following the meeting, European Council President António Costa described Hungary’s stance as “unacceptable,” underscoring growing frustration within the bloc.

Despite the impasse, officials indicated that the EU is exploring legal and financial workarounds that would allow willing member states to proceed with the funding outside of unanimous approval rules.

The standoff highlights ongoing divisions within the EU over support for Ukraine, even as most member states push to sustain financial and military assistance.

Analysts say the outcome of this dispute could shape the bloc’s unity and credibility in responding to the war.

Further developments are expected as EU institutions assess options to ensure the funds are disbursed in the coming months.
