Tinubu Set to Sign Landmark Digital Economy Bill Into Law – Minister Bosun Tijani
President Bola Tinubu is expected to sign the National Digital Economy and E-Governance Bill 2025 into law before the end of November, marking a major milestone in Nigeria’s drive toward digital transformation and economic modernization.
The Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, disclosed this on Monday during a public hearing jointly organised by the Senate and House of Representatives Committees on ICT and Cybersecurity, and Digital and Information Technology, in Abuja.
According to Tijani, the Bill once signed will position Nigeria as the first African nation to enact a comprehensive legal framework that integrates the digital economy with e-governance. He said the legislation will lay the foundation for a more transparent, efficient, and technology-driven public service.
“This Bill is being awaited by President Bola Tinubu for assent this month, as it is one of the catalysts for achieving our $1 trillion economic projection,” the minister stated.
Dr. Tijani described the proposed law as transformative, noting that it will modernise governance, foster innovation, and strengthen Nigeria’s digital infrastructure. He explained that the Bill will harmonise policies guiding data governance, digital services, and innovation ecosystems—creating an enabling environment for both public and private sector growth.
He also emphasized that the National Digital Economy and E-Governance Bill aligns with President Tinubu’s Renewed Hope Agenda, particularly in driving economic diversification, youth empowerment, and inclusive digital participation.
Lawmakers at the hearing commended the Ministry for its collaborative approach and pledged the National Assembly’s support in ensuring the swift passage and implementation of the legislation.
The Bill, once signed into law, is expected to serve as a key enabler for Nigeria’s target of building a $1 trillion digital economy by 2027, while promoting transparency, service delivery, and citizen engagement through technology.
