Oracle to Take Control of TikTok Algorithm in U.S., White House Confirms

The White House announced on Monday, September 22, 2025, that Oracle Corporation will take control of a U.S. copy of TikTok’s recommendation algorithm to protect American users’ data and address national security concerns.

 

Under the agreement, Oracle will receive a licensed copy of TikTok’s algorithm, retrain it using U.S. user data, and store all American user information on its servers. The company will also manage the security operations of the algorithm to ensure it operates independently from TikTok’s Chinese parent company, ByteDance.

 

The U.S. joint venture will be majority-owned by American investors, including Oracle founder Larry Ellison, Fox Corp’s Rupert Murdoch, and Dell’s Michael Dell, while ByteDance’s stake will be reduced to less than 20% in compliance with the 2024 Protecting Americans from Foreign Adversary Controlled Applications Act (PAFACA).

 

The board will be predominantly composed of U.S. nationals, with six of seven seats held by Americans.

 

The agreement is expected to be finalized within 120 days, pending approval from both U.S. and Chinese regulators.

 

The move comes as part of broader U.S. efforts to prevent potential foreign influence through TikTok and secure the platform for American users.
