Ogun Government, ARISE IIP Set Project in Motion for Nigeria’s Largest Garment Production Hub

The Ogun State Government, in partnership with ARISE Integrated Industrial Platforms (ARISE IIP), has inaugurated a project implementation team for the establishment of what is set to become the largest garment production facility in Nigeria. The initiative is located within the expansive Remo Economic Development Cluster in Sagamu, Ogun State.
The facility, part of the Industrial Platform Remo Free Zone (IPRFZ), is being developed under a $400 million investment deal with ARISE IIP, a multinational industrial platform developer with operations across Africa. This move is a key component of the broader plan to turn Ogun State into an industrial powerhouse by harnessing large-scale manufacturing opportunities.
According to officials, the garment hub will drive significant job creation and economic growth. Phase one of the project is projected to generate at least 40,000 jobs by mid-2025, through both direct employment and value chain linkages. The zone is expected to host several industrial operations beyond textiles, but the garment factory stands out as the anchor investment within the first development phase.
The project implementation team, composed of representatives from the Ogun State Government and ARISE IIP, will oversee the technical, infrastructural, and regulatory framework necessary to get the facility operational. The collaboration is governed by a 45-year partnership agreement, in which ARISE IIP holds a 77.5% stake, Ogun State retains 12.5%, and the remaining 10% is set aside for Nigerian private investors.
The garment factory will benefit from its location within the IPRFZ, which offers free zone incentives including tax holidays, simplified administrative processes, capital repatriation allowances, and unrestricted access to utilities. The area has already secured six anchor investors, with two expected to begin operations by mid-2025. The entire development, which spans over 5,000 hectares, is scheduled to have its first major section completed by the end of 2026.
This latest step signals a strong commitment by Ogun State to accelerate industrialization and reduce unemployment through strategic partnerships. The garment facility is expected to not only meet domestic needs but also serve as a key export base, positioning Nigeria as a growing player in Africa’s textile and apparel value chain.
With infrastructure work ongoing and investor interest growing, the Ogun-ARISE IIP garment factory is shaping up to be a defining project for Nigeria’s manufacturing future.
