My Administration Built 414 Roads, Reduced Debt by 60% in Three Years, Explains Governor Otti

Abia State Governor, Alex Otti, has announced that his administration constructed 414 roads across the state, covering approximately 864.12 kilometers, within its first three years. He shared these achievements during his monthly media chat, “Governor Alex Otti Speaks to Abians,” held in Umuahia.

The governor emphasized that these newly built roads are equipped with essential infrastructure, including modern streetlights and proper drainage systems.

In addition to completed projects, Governor Otti revealed that an additional 82 roads, spanning roughly 212 kilometers, are currently under contract and in various stages of completion. Commissioning for many of the completed roads is scheduled to begin next week.

Alongside infrastructural expansion, the administration has successfully slashed Abia State’s debt profile by 60 percent, bringing it down from ₦191 billion in 2023 to less than ₦50 billion by the end of 2025.

The governor noted that independent assessments have recognized the state’s progress in financial transparency, accountability, and fiscal sustainability. Specifically, the Budget State of the States report elevated Abia from 17th place in 2023 to 4th place in 2025. Furthermore, as part of institutional reforms aimed at strengthening governance, the state has actively identified and recorded public assets that were allegedly acquired illegally.

Significant progress has also been recorded in land administration and urban planning. The governor disclosed that 4,707 Certificates of Occupancy have been signed under his watch, a figure he stated exceeds the total number signed between 1999 and 2023. Additionally, a new Abia Master Plan, developed in collaboration with the UN-Habitat, has been finalized and is set to be launched soon.

In the waste management and transportation sectors, the state now evacuates roughly 13 tonnes of refuse weekly, generating over 2,000 jobs through the Abia State Environmental Agency. To advance eco-friendly public transit, the administration introduced electric buses, with a new batch arriving in July.

A new bus terminal in Umuahia will be commissioned on May 27, accompanied by the installation of vehicle charging stations in Aba and Umuahia.

The education and health sectors have also seen substantial investments. The government is constructing smart schools, two of which will soon be commissioned in Ubakala (Umuahia South) and Umuomaiukwu (Isiala Ngwa North), alongside aggressive teacher recruitment and institutional reforms across state polytechnics and universities.

In healthcare, 277 primary health centers have been retrofitted—200 funded by the state and 77 supported by the World Bank.

Concluding his address, Governor Otti highlighted that over 93,000 residents have successfully enrolled in the state’s health insurance scheme. He reaffirmed his administration’s unwavering commitment to human capital development, social justice, and infrastructural renewal, stating that the ultimate goal of these efforts is to restore the dignity of the people of Abia State.
