Kaduna Enacts Unified Tax Law to Simplify System, Boost Revenue

The Kaduna State Government has enacted a sweeping tax reform with the signing of the Kaduna State Tax (Consolidation) Law, 2025, by Governor Uba Sani, aimed at simplifying the tax system and strengthening revenue generation.

The legislation, recently approved by the state House of Assembly, merges multiple tax laws into a single framework to streamline collection processes, improve transparency, and reduce the burden on taxpayers.

Officials said the reform is designed to eliminate inefficiencies associated with fragmented tax structures, including duplication of levies and cases of multiple taxation, while encouraging voluntary compliance.

The government noted that the new framework would make tax administration more predictable and less cumbersome for individuals and businesses, thereby enhancing the state’s investment climate.

Authorities also said the policy is expected to support economic growth by boosting internally generated revenue, which would be channelled into infrastructure development, public services, and other key sectors.

The Joint Revenue Board commended the state government for the initiative, describing it as a forward-looking reform that could strengthen fiscal management at the subnational level.

In a statement, the board said harmonising taxes under a unified system would address longstanding challenges in revenue administration, including poor compliance and lack of transparency.

Analysts say the reform aligns with broader efforts by the Kaduna State Government to improve fiscal discipline and create a more business-friendly environment.

They added that effective implementation of the law could enhance revenue performance while stimulating economic activity across the state.
