Kwara Speaker Joins Launch of Landmark Book on Public Service Speech Writing

The Kwara State House of Assembly was well represented at the launch of a new book titled “Speech Writing in the Public Service”, authored by Elder Chief David Afolabi Adesina, mni, a retired Permanent Secretary and seasoned administrator.

The event took place on Tuesday, December 2, 2025, at the Kwara State Library Complex in Ilorin The book, meticulously put together by Chief Adesina, aims to enhance the knowledge and skills of public service officers across various administrative cadres. It provides practical guidance for Information Officers, Press Secretaries, Planning Officers, and other officials responsible for communication in the civil and public service at the federal, state, and local government levels Importantly, “Speech Writing in the Public Service” addresses the process and procedures for drafting speeches in all three arms of government — the Executive, Legislature, and Judiciary — making it a comprehensive guide for effective communication in governance The launch drew an impressive gathering of dignitaries from government and public service. Kwara State Governor Mallam AbdulRahman Abdulrazaq, CON, was represented by his Senior Adviser and Counsellor, Alhaji Saadu Salau. The Rt. Hon. Speaker of the Kwara State House of Assembly was represented by Ogbeni Seun Ogunniyi Other notable attendees included the Chief Judge of Kwara State, Hon. Justice A. A. Adebara, High Court Judges, the Grand Kadi represented by Hon. Justice M. A. Oniye, former Speaker Rt. Hon. Benjamin Ezekiel Yissa, former Secretaries to the State Government, former Heads of Service, and Elder Osuolale Samuel Ajayi, mni, representing the Emeritus President of the Alumni Association of the National Institute (AANI) The book launch was presided over by Prof. Yusuf Olaolu Alli, SAN, FICArb, while Hajia Maryam Ayo Garuba, retired Permanent Secretary, served as Lady Chairperson. Major Gen. M. T. Ibrahim, mni, Rtd, was the Chief Launcher, represented by Alhaji Mohammed Aliyu Bako. The event also saw the presence of chairmen of Civil Service and Local Government Service Commissions, serving and retired Permanent Secretaries, directors from ministries, departments, and agencies (MDAs), and all Directors of Personnel Management from Kwara State’s 16 local government councils Chief J. B. Ogunrinola, retired Permanent Secretary and former member of the Federal Character Commission, provided an insightful review of the book, highlighting its clarity, depth, and practical relevance to public service communication The launch was widely described as colorful, grand, and highly successful, marking a significant contribution to the professional development of public service officers across Nigeria.
