Fubara Reaffirms Commitment to Port Harcourt Ring Road Completion, Inspects Ongoing Work

Rivers State Governor, Siminalayi Fubara, has restated his administration’s determination to complete the 62.65-kilometre Port Harcourt Ring Road project, assuring residents that the setbacks delaying its progress will not derail its completion.
Fubara gave the assurance on Monday during an inspection of the project at the Eneka Flyover section in Obio/Akpor Local Government Area.
He said the visit was aimed at assessing Julius Berger Nigeria Plc’s level of compliance and commitment following the contractor’s recent return to site.
The governor, in a statement issued by his Chief Press Secretary, Nelson Chukwudi, said discussions with the construction firm had been ongoing to resolve financial challenges that had previously stalled the work.
“You are aware that this project was—not abandoned—but, for lack of funds, the contractor withdrew from the site,” Fubara said.
“We have been in discussions with them, and although we have not concluded all the details, they have already moved back to the site. I’m here to confirm that.”
He described the Port Harcourt Ring Road as one of the most ambitious infrastructure undertakings in Rivers State’s history, adding that it would ease traffic congestion in the capital city and enhance economic activities across the six local government areas it traverses.
Fubara reaffirmed that infrastructure development remains central to his administration’s economic agenda and promised to deliver the project as part of his commitment to the people.
“I want to assure the good people of Rivers State that this project, by the special grace of God, will be completed,” he said.
“We owe our people the responsibility to deliver on our commitments, and this project will not be an exception.”
The Port Harcourt Ring Road, one of Fubara’s flagship projects, was initiated shortly after he assumed office, with an estimated cost running into several billions of naira.
Progress on the project slowed following the six-month emergency rule imposed in the state, during which Vice Admiral Ibok-Ete Ibas (retd.) served as Administrator after Fubara’s suspension.
Although Ibas pledged to continue inherited projects, critics accused his administration of neglecting the Ring Road — a charge Fubara’s renewed inspection appears aimed at dispelling.
