Ibas Launches Major Overhaul of Rivers Secretariat, Unveils 106 Housing Units for Civil Servants

Rivers State Sole Administrator, Vice-Admiral Ibok-Ete Ibas (retd.), has announced the approval of a comprehensive rehabilitation and modernization plan for the Rivers State Secretariat Complex.
This initiative aims to transform the secretariat into a modern, efficient, and conducive work environment, directly supporting the civil servants who form the backbone of the state’s governance.
In addition to the secretariat overhaul, Ibas approved the construction of 106 housing units for civil servants. This move is part of the administration’s broader efforts to improve the welfare of state employees and ensure they have access to quality accommodation.
The cost implications of these projects were not disclosed in the official statement.
The announcement was made during the 2025 Civil Service Week Gala and Awards Ceremony held at Government House, Port Harcourt. Ibas paid tribute to retired heads of service and permanent secretaries, describing them as the bedrock of the state’s administration.
He emphasized that these interventions are designed not only to recognize their service but also to improve their welfare in tangible and lasting ways.
The Acting Head of Rivers State Civil Service, Dr. (Mrs.) Inyingi Brown, expressed profound gratitude to the Administrator for his unwavering support and commitment to the modernization of the civil service.
She pledged to build on the legacy of the retirees through reforms and innovation, aiming to make the Rivers State Civil Service a model of efficiency and transparency by 2030.
Speaking on behalf of the retirees, Sir Promise Njowhor, President of the Association of Retired Permanent Secretaries, expressed heartfelt appreciation for the historic recognition.
He pledged the association’s continuous support for government programs, describing the body of experienced retirees as a valuable resource available to contribute to state development.
The highlight of the event was the presentation of the Most Civil Service Friendly Award to the Administrator by the Forum of Permanent Secretaries for his sustained promotion of welfare and development of the State Civil Service.
