Zulum Signs Executive Orders Banning Illegal Tree Felling, Enforcing Sanitation in Borno

Governor Babagana Umara Zulum of Borno State has signed two new Executive Orders aimed at tackling environmental degradation and improving public sanitation across the state.

The newly signed Executive Order No. 1 of 2024 prohibits the unlawful felling of trees, while Executive Order No. 2 of 2024 mandates strict enforcement of sanitation regulations in both urban and rural areas of Borno.

At a signing ceremony held in Maiduguri, Governor Zulum described the move as a critical step toward addressing the dual threats of climate change and public health hazards.

“Our environment is being severely threatened by indiscriminate tree felling and poor sanitation practices. These Executive Orders are necessary to protect our land, our people, and future generations,” Zulum said.

Under the new tree protection order, individuals or organizations found engaging in illegal logging without official authorization will face penalties, including fines and possible prosecution. The government has also mandated that permits must be obtained before any tree can be felled, particularly in ecologically sensitive areas.

Executive Order No. 2 targets improper waste disposal, unclean premises, and other sanitation-related offenses. The Order empowers environmental agencies and local councils to enforce strict compliance, with violators facing sanctions ranging from fines to community service.

Governor Zulum urged traditional rulers, community leaders, and the general public to cooperate with authorities to ensure the successful implementation of the Orders.

“These measures are not just policies on paper. We are committed to their enforcement. We must all take responsibility for protecting our environment,” he added.

Environmental experts and civil society groups have welcomed the development, calling it a proactive and much-needed intervention in a state grappling with desert encroachment and recurrent health challenges linked to poor sanitation.

A special task force, comprising environmental officers, security personnel, and local authorities, has been established to oversee implementation and ensure statewide compliance. Enforcement is expected to begin immediately.
